Matthew Eglington
Head of Local Roads

Matthew is an accomplished public servant and policy expert with a robust background in transport policy development and legislative processes within the UK government. He currently serves as the Head of Local Highways Policy at the Department for Transport (DfT), a role he has held since September 2020. In this position, Matthew is responsible for shaping and implementing policies that enhance the resilience and innovation of local highways across the United Kingdom.
Matthew began his career in public service as a Medical Secretary and Admin Manager at Great Ormond Street Hospital for Children NHS Foundation Trust from 2011 to 2013, where he honed his administrative and organizational skills. He then transitioned to the National Measurement and Regulation Office as an Enforcement Officer, gaining valuable experience in regulatory compliance and enforcement.
In February 2015, Matthew joined the Department for Transport as Private Secretary to the Minister for Transport. During this time, he played a critical role in supporting the Minister and liaising with various stakeholders, including national and local government officials and private sector representatives. His ability to navigate complex political landscapes and respond to parliamentary inquiries, letters, and debates established him as a trusted advisor within Westminster and Whitehall.
From May 2017 to January 2019, Matthew served as Senior Policy Advisor and Consultation Manager at the Centre for Connected and Autonomous Vehicles. He led key policy engagements related to emerging technologies in transportation, contributing to the development of innovative solutions and legislative frameworks that support the adoption of connected and autonomous vehicles.
In 2019, Matthew took on the role of Highways Innovation and Resilience Manager at the Department for Transport, where he was instrumental in promoting sustainable and resilient infrastructure projects. His success in this role led to his appointment as Head of Local Highways Policy.
Matthew is known for his proactive and organized approach to work, coupled with strong stakeholder engagement skills. He is a regular public speaker at forums and conferences across the UK and internationally, where he shares insights on government policy and transport innovation. His ability to communicate effectively and build positive relationships has resulted in genuine and productive changes across the transport sector. Self-motivated and enthusiastic, Matthew Eglington continues to be an influential figure in shaping the future of transportation policy in the UK.
